Yes. Absolutely. These are really nice booties. Wear warm socks (wool preferably for its wicking and fast-drying properties) and put these on over your shoes. You should be good to go in even colder temps than 30.

bought em for my wife and love the fact that these dont have a zipper at all,, you slip them over your feet and forget about them,, has a strip of reflective material on the back that is very noticeable, the covers are warm enough for our So Cal winters,,

These covers are big enough for the hockey-puck cleats that so many road riders use. You should be fine with an SPD, and you won't have to cut your own holes.
