The first thing I would want to check is your cleat fit and alignment. Either get a professional cleat fit or atleast make sure that as you go through your pedal stroke you heal isn't touching that end of the pedal float. If so re-align the cleat so it doesn't stop in your stroke or try a cleat with more float. Hopefully other have more to say.
